Water pumps combine mains electricity with water, often outdoors, often on wet ground. Australia regulates them accordingly. Understanding the framework helps you buy compliant equipment and stay on the right side of the rules when installing it.
This article explains the general framework. It is not a substitute for advice from a licensed electrician, and requirements vary between states and territories. Check your local regulator.
What the approvals mean
SAA approval
An SAA approval mark indicates the product has been assessed against the relevant Australian Standard by a recognised certification body, on the basis of type testing.
For pumps, this typically covers electrical safety — insulation, earthing, thermal protection, enclosure integrity and cable specification. A certificate of approval is issued against a specific model.
Ask for the certificate number when buying electrical equipment. A legitimate supplier can produce it.
EESS registration
The Electrical Equipment Safety System is the national scheme covering in-scope electrical equipment sold in Australia. Equipment is classified by risk level, and higher-risk items must be registered on the national database before they can legally be sold.
Registration links a specific model to a responsible supplier who is accountable for its compliance. It is not the same thing as SAA approval — a product generally needs both.
The RCM
The Regulatory Compliance Mark is the visible mark on compliant equipment, indicating the supplier declares it meets applicable electrical safety, EMC and other requirements.
What to check before buying
- Is the model SAA approved, with a certificate available?
- Is it EESS registered where registration applies?
- Does it carry the RCM?
- Is the supplied cable rated for the application — and for continuous immersion on a submersible?
- Is there a compliance plate on the unit with model, voltage, power and approval details?
Equipment imported directly from overseas suppliers frequently lacks all of this. It may be illegal to sell, difficult to insure, and dangerous. It is also usually the reason it was cheap.
RCD protection
A residual current device monitors the balance between active and neutral. When current leaks — for instance through a person, or through water into a damaged cable — the imbalance trips the device, typically within tens of milliseconds.
Pumps are exactly the case RCDs exist for. Water conducts, outdoor equipment gets damaged, and ground outside is often wet.
- Pump circuits should be RCD protected. Current wiring rules require RCD protection on socket outlets and on most final subcircuits in domestic installations.
- Test the RCD regularly using its test button. A device that has never been tested is an assumption.
- The RM80 and RM205 diamond core drills include earth leakage protection in the tool itself. This supplements, and does not replace, RCD protection at the supply.
An RCD that trips repeatedly is reporting a fault. Do not keep resetting it — find the cause, or have an electrician find it.
Who can do what
This is where people most often get into trouble.
Generally permitted
- Plugging a pump with a moulded plug into a suitable, RCD-protected, outdoor-rated socket.
- Plumbing work on non-potable, non-mains-connected systems in many jurisdictions.
- Mechanical installation: mounting, pipework, priming, commissioning.
- Replacing a pump like-for-like where it is plug-connected.
Licensed electrician required
- Any fixed or hard wiring.
- Installing or altering circuits, or switchboard work.
- Installing outdoor socket outlets, including 15 A outlets for the RM205.
- Wiring a bore pump control box such as the one supplied with the RM-BORE2.
- Hard-wiring pump controllers like the RMPC-10 and RMPC-30.
- Cable splicing on submersible pumps, or extending supply cable.
- Replacing capacitors, motor windings or thermal overloads.
- Any repair of damaged fixed wiring.
Fixed electrical work must comply with AS/NZS 3000 (the Wiring Rules). Uncertified electrical work is illegal, commonly voids household insurance, and is a genuine hazard around water.
Licensed plumber
Requirements vary by state, but plumbing work on potable water systems, and anything connected to a mains supply, generally requires a licensed plumber. Backflow prevention where a pump could push water back into mains supply is a particular focus. Check your state’s rules.
Practical installation points
Cable and voltage drop. Long runs cause voltage drop; motors then draw more current and run hotter. This is a leading cause of premature submersible failure. On runs beyond about 50 m have the conductor size calculated rather than assumed.
Ingress protection. IP ratings describe protection against solids and liquids. The RMPC controllers are IP65 — dust tight and protected against water jets, suitable outdoors. The RM-BORE2 is IP68, rated for continuous immersion.
IP65 does not mean submersible. A surface pump or controller that is rained on is fine; one that is flooded is not.
Earthing. Every metal-bodied pump must be properly earthed. Have earth continuity verified as part of any electrical work.
Isolation. Fit a means of isolating the pump near the pump itself, so it can be worked on safely without going back to the switchboard.
Submersible cable joints. Only proper submersible splice kits, heat-shrink or resin-filled, rated for permanent immersion. Insulation tape is not a splice.
Shelter and ventilation. Shade extends the life of motors and electronics — but never block motor cooling airflow.
Before you switch on
- Equipment is SAA approved and EESS registered where applicable
- Compliance plate present and legible
- Circuit is RCD protected, and the RCD has been tested
- Earthing verified
- Cable sized for the run, voltage drop considered
- All fixed wiring done by a licensed electrician
- Isolation point fitted near the pump
- Enclosures and glands sealed, cable entries downward-facing
- Pump primed — never start a surface pump dry
- Thermal overload and run-dry protection confirmed working
If something goes wrong
Stop and isolate if you see burning smells, scorch marks, melted insulation, water at electrical connections, or repeated RCD tripping. Do not investigate a live fault.
Electrical faults on pumps are not DIY territory. The combination of mains voltage, water and outdoor conditions is the reason the licensing rules exist.
